Normally I would agree that the president had little effect on prices since that is largely the job of the Fed. But Trump being wishy washy on tariffs is really fucking things up. It is extremely hard for businesses to plan for shit when massive tariffs are planned, then delayed, then implemented for three fucking days before being held off again for a month. How the fuck are businesses suppose to do any sort of inventory planning when they don't know how much something is going to cost them if they hold off for a day to buy things. Or they bought in bulk under the assumption that they would have to pay significantly more later are now stuck with a ton of inventory they may not have room for.
So yes, in this case Trump is having a large effect on prices. If it was just tariffs, inflation would temporarily go up and the Fed would increase interest rates and the recession it causes would slow inflation. But the Fed can't plan for the dipshit president going back and forth in tariffs.
What I find interesting about this is that we had a similar situation in the UK with Liz Truss. We had a PM who announced a surprise budget of tax cuts, which ok, were a little bit stronger than ones the Tories had done previously. This caused a shock to the bond markets, cost quite a lot of money and she was immediately removed from office by her own party and her budget cancelled.
Trump has caused chaos and cost the US billions with his tariff talk, alienated most western allies, damaged the US MIC enormously and caused deaths in Ukraine by cutting support. The damage done is incalculable, it is not in the same universe as the damage caused by Liz Truss. The only thing that makes sense is that Republican party want America ruined and they aren't going to stop unless they are forced to. I think what Trump has already done should qualify as treason on the basis of undermining the USA and supporting its enemies.

Reducing the cost to produce just increases the profit. California in particular has higher prices than most of the US because California has minimum cage size mandates, so can't just sell eggs pulled from the broader pool of US eggs. There's still a shortage in the broader US, but it's not as bad as in California.
There's a limited amount that any one retailer can do about that.
That also apparently passed as a constitutional amendment to California's constitution, via a referendum from voters, so I don't think that even California's legislature could do much about it --- they'd have to send another proposition to amend the state constitution to the voter, or get a two-thirds supermajority in both houses.
I'd add that I'm not a huge fan of California's heavy use of the initiative and referendum, which has led to a lot of the laws that I don't think are a fantastic idea in California --- I think that legislators typically do a better job of evaluating laws than voters giving a quick skim of a law's title.
It looks like the restrictions only apply to retailers. So in theory, if you wanted to take a trip across state lines to Nevada or Arizona with some coolers and ice, you could legally pick up all the eggs you can use and bring them back to Southern California. Maybe do one bulk trip for friends and family too, doubt that that violates the law either.

Overall, groceries have gone up significantly in price over the last few years. I don't really get why eggs are what everyone is talking about, though. It seems like the public discourse right now is all about "Eggs cost too much!" and not "It costs too much to eat." Why eggs? If eggs are too expensive, maybe eat something else?

The main sticking point here is that egg production is only down like 4% due to bird flu but they're up from a couple dollars a dozen to a dozen dollars per dozen. Something stinks, and it ain't the eggs.
Have been eggfree for about 7 years. There are viable substitutes. Tofu can be prepared as a good egg substitute. It'll never be exactly the same, but you get used to it. I like it because no chickens were treated like shit during its manufacture.
