Having lived in both - often having a half pint of 4%. lager is enough to prevent people from driving, in the US having two pints of 7.5% IPA and smoking weed wouldn't been seen as unusual before a 30 min drive home.
It definitely is. Public transportation is basically never an option and Ubers are expensive so most Americans don’t even think about those options. Then there are other problems like Americans not forcing their friends to stay the night when drunk, not having dependable social circles, and a lot of rural folk thinking that no one will be on the roads anyways. It’s a mess is what it is, haven’t even been able to stop family from doing it.

In Europe nobody in their right mind would drive themselves to the hospital if they have an emergency.
Sometimes it makes sense if someone else drives the injured person there, but most of the time we would just call an ambulance. Here in Germany you have to pay 10€ at most for one trip.

"Someone's been stabbed and they casually drive to the hospital cuz ambulance is too expensive, this is regular day stuff lemme give them a ride" is only a normal occurance in the US and Lebanon.
