If the United States has Cuba banned from things, how does Guantanamo Bay exist?

Cuba cant make them leave. There isn't an ally who can back them up and go toe to toe with them like there was for a brief period between 1950s and the late 1980s..

The US took the area by force during the Spanish-American War, and then signed a "lease" with no end date with the Cuban government at the time.

I bet every time Cuba says they want to take it back, the US says "Yeah? You and what army?"

The American government sends the Cuban government a check every year for the "rent".

Unless something has changed, Cuba has never cashed a rent check, because they don't want an American base.

It is an acute example of the whole world's problem with American military bases on foreign soil. They want them to leave but can't make them.

Djibouti is very content to have the protection that a foreign military base offers. That's why they let China build one too
