Israel is targeting anything with no restrictions if the causality for civilians is bigger than Hamas.
That's not true. The IDF decided to start the land operation rather than just rocketing everything from afar, to reduce the number of civilian casualties. Even if that means losing hundreds of Israeli soldiers.
USA in Syria didn't risk their soldiers, they just put entire cities into ruins with artillery.
