The need to divert a whole bunch of resources to designing and building them, I guess? They're having trouble manufacturing enough of things like dumb artillery shells; where do you expect them to get the resources for isotope-separating centrifuges and whatnot?
Access to nuclear weapons?
You know I wouldn't be surprised if Ukraine were to buy some black market Russian nukes at this point. More power to them, since we know the guarantors haven't held up their end of the deal.
