Closely related to the phrase "I'm not racist, but..."
GLaDOS: You're not smart. You're not a scientist. You're not a doctor. You're not even a full-time employee! Where did your life go so wrong?
Usually followed by "but..." and a shitload of misinformation and outrageous lies.
It's almost never followed by "so I listen to the scientists who have researched the facts of this situation."
(Added the "almost" because there are a few politicians who do respect scientists. None of whom are Republicans.)
What that phrase SHOULD mean: "I will refrain from having opinions on scientific matters, and leave those to actual scientists*
What the phrase ACTUALLY means: "I'll ignore the science, and have opinions anyway."
Imagine if the norms of polite society didn't apply to its enemies. ☺️
