The State Department under the new Donald Trump administration has issued a new order about what flags can and can't be flown on U.S facilities with some exceptions starting immediately.
Trump doesn't remember what he did in 2019. He signed a law requiring the POW flag be flown at all USPS offices.
The order was issued by the new Secretary of State Marco Rubio, who said there are exceptions to the order when it came to Prisoner of War/Missing in Action flag and the Wrongful Detainees flag, as these specific flags will be able allowed to be flown on state department facilities.
So now we can’t have a state flag next to the national flag at our capitols and courts?

if he wants to 'ban' other flags or dictate what when where etc, he's gonna need legislation that survives the inevitable legal battles.

So what's the problem? No flags should be flown over government entities but the US flag, the state flag and the city flag, as applicable. Drop the POW flag as well.
