I hate seeing boat owners leaving their poor little skiffs tied up to a tree. Looks miserable. Should be in a fenced in yard with room to run and play.

The registered owner is going to have a bad day. The make and model will likely only have somewhere between one and a half dozen matches locally. The cost of time it takes to track down the person is likely far cheaper than the recovery and disposal bill.
I mean, the registration number should be stuck to the hull anyway; they should just be able to look the owner up.
