X has, once again, quietly changed its rules around deadnaming and misgendering without an explanation.
Imagine complaining to a social media platform because you're not allowed to be shitty to someone else.

Don't do this. Misgendering cis people merely makes it seem acceptable to use misgendering as a weapon in general. I understand the inclination to try and make people understand what it is like... But if they have never doubted your gender, they will not understand.
"where required by local law" - on a global platform? How is that supposed to work? When the addresses or being addressed is in such a locality? After complaints only? After prosecution or court orders?
I guess it's more a disclosure of what can happen than it is a terms of use or moderation guideline.
