Wow -- they really are calling it Red Herring even though there's already a Mystery Booster card with that name? That is not what I would have bet on.
And honestly, the MB card is a much better flavor fit. It captures the idea of misdirection. What do haste and forced attacking have to do with the concept of a false clue?
I would have replaced the first two abilities with something like: "Whenever Red Herring becomes blocked or becomes the target of a spell, you may sacrifice it. If you do, draw a card." Adjust the mana cost, P/T, or rarity as needed. But that would be much more flavorful.
