They have his asset, and he claims they have it without justification. The lien threat is one of the less crazy parts of this.
As for what is the craziest? Local towing companies are about the closest thing to the brutal and illegitimate state actors that the Sovcits see everywhere. This poor dumbass is deep into the "fuck around" phase and is likely going to "find out" pretty hard.
