While I'm firmly in the "The Ataris' cover was better than Henley's version" camp, and I get the punk/Black Flag connection for this particular comparison, I feel that in general the original gets the point across better. I think more people would have gotten the dissonance of a Caddy driver with a Grateful Dead sticker when the original was recorded, versus the cover.

Historically speaking Dictator was a more popular title for the leader of a republic, but President would be used for minor leadership roles like book clubs.
