There's no checklist just a reality and conspiracies cooked up in your head. There domestic issues and actions are also night and day different to handling their investments on the other side of the world. If you genuinely think the PIF intervene in every day to day issue of every single one of their investments nevermind regarding a player being banned from events prior to them even changing team you're naive in the extreme.
I can only presume you're trolling or downright ignorant here. Applying pressure to allow the sale to go through which was in turn also being blocked because of pressure from other governments opposed to it is very different to applying different standards when it comes to sporting matters and/or investigations into individuals of which concerns before they were a player for the club in question.
