Kinda feels like massive Kennen buffs. 20 energy reduction on E and 40 second CDR on ult at max rank.

Riot probably wants Kennen to be strong for Worlds, because it makes for exciting teamfights.
- Even more reason to not play toplane :D
- It's already unfun to play against him because of his ult alone. It's gonna be more annoying to see him more often now.
