It's never been a better time to be a white collar criminal. Combine this with potentially tax free tips and it is the kind of deck that would get banned in Magic the Gathering.
But not enforcing is not the same thing as legal.

How can I best use this to my advantage?
Find organized crime people. Sell them finger painting for $1 each with a $150k tip. Tip them $135k back.
They will enforce it against their "enemies". But not their friends.
I feel like friends should be there be in quotes or it should be changed to donors.
