And they're the kind of bully where the rest of the world just disappointingly sighs and has to deal with because they know Russia is absolutely no better and China is meh.
The rest of the world sighs because american are crazy and have used nukes before and would do it again. Bully strategy. China and Russia are just more of the same.
The US military has a strong no first use policy with nuclear weapons that has been in place since the beginning of the cold war. They would absolutely not do it again unless someone else launched first
