It's not even taken out of context. He literally said, “I said, well, I’m going to do it whether the women like it or not. I am going to protect them.”
Conservatives have huge issues with consent. Remember this Rush Limbaugh quote?

They understand the concept of consent, but it offends their patriarchal values so they loathe that it is seen as a virtue (and indeed, a moral necessity for sexual acts) by people who aren't tuned-up right-wing freaks.
I can't believe someone uttered that monologue with the expectation that it's a winning argument. Like, yes? Perform sex acts without consent and the police should be, in fact, after you.
