Sort of a weird include that doesn't really synergize with the rest of the deck, feels like a Commander plant for an alternate Colorless +1/+1 counters deck
Yeah is there even anything else that puts counters on things? Seems like a card they designed just for fun and wanted a place to put it.

A bit clunky since if you wanted to run something like modular the creatures would not be worth flipping when manifested. Might work well with [[conjurer's closet]] as a way to flicker your artifacts into play or get the modular trigger.
