Its fine, it probably doesn't need peak efficiency (the LED display only flashes for a few second per vehicle) & it's not dark under the tree in daylight, it's not like it's feeding the grid.
On the bright side at least the city didn't have a tree destroyed so they could charge a sign. I could see that happening without anyone save the home owner batting an eye.
