  Mexico having a national tortilla council caught me unawares.
  
  But the stranglehold the cartels have on the entire country is horrorifying for everyone in Mexico.
  
  Wait til you hear about Canada's Strategic Maple Syrup Reserve. Which got (partially) stolen in 2010. Oops.
