Is this type of dress too much for an Andrea Bocelli concert? Smaller US city and dress is navy not black

Probably depends a bit on what the venue for the show is. The overall aesthetic for the crowd will be dressier in a dedicated Opera house compared to say a community theatre venue.

My personal opinion is that floor length is probably a tad overdressed, but I wouldn't worry too much though. If you want to dress fancy then do your thing girl.
