I have no clue who this shark is or what movie it's from, but for some reason I want to say it's voiced by Robert de Niro.

Either way, I looked it up and it's not MoCap. The animators just intentionally modeled the faces and mannerisms of the fish to the actors.

And fair. I really only skimmed the article where it said all the main actors names and motion capture.
Though I still feel like some mocap was used since mocap has been around since the 90's
