As evidenced by US citizens unwillingness to describe themselves as immigrants, instead using the moniker "expatriate" even though they're immigrating to another country.
Technically that's what I've heard it means. But yes we all know that it's white people that use the term because they don't want to call themselves immigrants.
They are expats to the people in the country they left, and immigrants in the country they went to. I don't know why people think the word expat is some kind of racism-lite.
The term is often used by white people to refer to themselves when they immigrate to a new country. "I'm an expat" they say as they permanently settle into a new country.
