They shouldn't have gone for the head. COM dumbass! Even I know that 🤦‍♀️
I assume he has a bulletproof vest on but maybe not. Definitely the right choice to go for the head. Also unless you hit very specific spots, the upper body is not a sure kill at all.

Apparently one of the shots did hit a vest though idk if it has been confirmed or not
