from the video of the crash it doesn't look like a terrorist attack. The plane was on controlled landing on a street until the very end where we can see a roll on the right and the right wing hitting the street light triggering the crash...
Now the police will have to find why the plane was trying to land on a street waayyyy too small for it.

if you read the petition, it's not for a security reason that it has been created but RGPD one... So with privacy in mind, it can be a not great but good distro

That's a parliament petition. If it succeed it is forced by EU constitution to be turned into an EU law.
