The Math would add up
The inverse square rule would apply to unfocused radiation (because there the radiation is distributed across an area that is typically the surface of a sphere r^2*pi) So if you somehow manage to focus a beam accurately enough this space laser should work. (There will be power loss from interaction with the atmosphere, but I don't know much)

While that statistic would also be interesting, that would be dominated by completely different factors: pensioners, female employment, duration of education
