It isn't the paper that dulls scissors, it's the silica in white paper. Craft paper is fine. Although cardboard is brown it's also full of dirt and will dull your scissors in one fell snip.

I make shade as a canvas guy for boats. I find it hard to believe that the building owners would let you bolt all that to their buildings. Even just the fabric alone is heavy enough...
