The moon didn't have an ocean so there aren't concentrated veins of ore. Everything is pretty evenly mixed so it isn't very good for mining rare metals.
The problem is that when it gets warmer they're more likely to release it instead of holding it in the soil. It's easier to store carbon when it's cold.
