That isn't how it works. Other than having contraband weapon of said blueprint you'll never be able create an insured weapon based on the blueprint.
Maybe you're confusing the ability to unlock weapons via dmz. If you don't have a weapon unlocked but extract with it then you will have it unlocked.

As of June 28th, I'm aware of several known bugs, which I'll list below. If you are aware of any additional issues, please don't hesitate to share them below!
- Whenever you encounter the term "Japanese liquor," it refers to the item called "Ashika Liquor."
- Contraband Expansion 4: The items, "Plate Box Carrier" and "3 Plate Vest," have been switched. Therefore, if the only remaining requirement is for "3 Plate Vests," what you actually need to complete the task are "Plate Box Carriers."
- Wallet Expansion 4 (Crown): The requirement stated as "8 Encrypted Hard Drives" is incorrect. It should actually be "8 Encrypted USB Drives."
