It is:

Neon - essentially Ubuntu with the latest KDE Plasma on top. Not only does it give you the "ready to play" base that is Ubuntu, it had "discover", a very easy to use front end for package managers that lets you do exactly what you're asking for there in that last sentence.
Worst bit is, they've gotten to that spot in their devolving where the community at large telling them this is wrong makes them think they must be right. Us-vs-them taken to wild extremes.
Despite only a few examples of this sort of inanity, they also still believe themselves to be in an overwhelming majority. Bubble life.
Asking a support question well involves:
- Summarize the problem. Include context.
- Provide details and any research you've done.
- When appropriate, describe what you’ve tried.
Also, be sure the magazine you're posting to is meant for support questions, and for questions of the sort you're asking.
