I am conferring with my instance admins for their opinion. I think you are looking at it way too conservatively, but if they say you're right, I'll accept their judgment. There is not even panties shown and it is posted to a community on lemmynsfw.com. One-piece swimsuits are more NSFW.
No, this does not count. Hips are showing and skirt or shorts are not in the image to suggest that it was being worn.
