I can't, for the life of me, figure out where this "pinned post" is located. I see a lot comments removed for breaking that rule, but I have no idea what it is.

Yeah that's what I assumed too, but those removed messages don't seem to be breaking that rule
Exactly. When referring to "Rule X", moderators and admins here usually the rules found in Sopuli's sidebar.
