Boaters deal with ‘pirates' in the East Bay

Why the scare quotes around pirates? I mean, the estuary isn't quite "the high seas", and it sounds like a rash of thefts rather than robberies, but it still is maritime larceny. For anyone who isn't more pedantic than I am, it fits pretty well.
