God, I hate this trend of larger and larger confidential funds. It's so blatantly corrupt. What the fuck is the Department of Education supposed to do with that.
- If you need anymore reasons to hate Duterte, this is it.
  
  Yeah, was already aware of this. Basura talaga si duterte, we started regressing because of him.
- They need all the confedential funds to fund supervisor trips.
Big yikes. My biggest worry is that CIF is harder to audit by the COA. RIP transparency.
