I’m tired of the highly-publicized threat to add tariffs and surcharges, followed by the quiet and ignored backtracking of the same. I’d like for leaders to stick to their word so I know what to expect day-to-day.

I kinda feel like you are creating a false equivalence (perhaps unintentional) between what Trump is doing and what Canada/Mexico/etc are doing with this line.
This is meant to up-end the Canadian economy. He feels the US economy can outlast this but Canada's can't. It's war but he won't declare it cause he is a coward.
It's meant to undermine both economies. Russia believes a weaker US is better for them. And US policy currently aligns with Moscow. Moscow more than New York, LA, or Chicago.
