Why did the let the raptor and the felon be so close together? Can’t they turn on their sensors and learn each other down to the last bolt? Or at least measure the rcs from different angles? The raptor anyway.

(To answer your question, detachable Luneburg lenses increase radar reflection. These can be quickly removed if need be)
What does this mean in layman
The planes have extra radar reflecting thingies bolted on that make them show up real good on radar so the true radar signature is obscured (also a good idea for air traffic safety reasons), but they can be quickly removed for combat.
I figured that was the case, essentially enemy aircraft can't profile them while they are installed and near each other
