There is 0% chance that it could ever be limited to noncitizens, nor is that even a goal. The surveillance network is being setup to monitor everyone.
- There's already a huge private network of license plate cameras funded by every village, city, county, state, and the federal government. You're being tracked without a warrant whenever you drive by one.
