The new far right government under chancellor Kickl which is openly Russia friendly will put a stop to such nonsense.
Kickl has no unlimited jurisdiction over the local Vienna Government
There's probably many ways a federal government can hinder and slow down large projects like this, even if they are not within their direct jurisdiction. That's what they'll do.
But there is no Russian Gas flowing to Austria rn. That would be very dumb
It would also be dumb because Austria (and Tyrol in particular) has multiple, growing heat pump manufacturers.
