As soon as I turned my VPN off I was able to successfully send my RMA request.

Are you sure it isn't DNS blocking by the VPN?

There’s not. It’s hosted on either
google.comorwww.google.com(can’t remember which). I’m pretty sure it’s intentional to get you to unblock Google.That is absolutely intentional
