I am struggling to believe there is that much energy in rain compared to solar. For starters, it is sunny for hours most days. It only rains most places in the US a few hours a month total.
The entire planet isn't just America.
Falling rain carries the power of gravity.
Also, in places where there’s little rain, there’s a lot of sunlight. So what’s your point here?
