I haven't played the full game yet, but looks like Strelok?
Yeah. The first thing I thought of seeing the smiling picture of the dude, I was like "Oh shit. It's Strelok with hair!"
Yeah, though I don't know where this still was actually taken from, or whether or not he ever actually smiled like that for the camera. Without spoiling anything, there are multiple possible cutscenes involving Strelok, and I remember he's briefly having a good time in at least one of them.
