According to a report by investment migration consultancy Henley & Partners, China is expected to lose the largest number of dollar millionaires this year due to migration.
Sounds like propaganda trying to corroborate the narrative that taxing the rich cause them to move countries, therefore don't.
As long as their means of production are heavily taxed, that doesn't sound like it makes a huge difference where the millionaires actually are and society is probably better without them.
I think this also illustrates why you don't want to have a financialized economy like in the west. If the economy is based around industry then that industry is going to stay in the country even if the rich leave. Then it can be nationalized, turned into cooperatives, or whatever.
