That's how it works though.
Women get unequal salaries (for example).
To protest the inequality (so a protest "for equality"), they reverse the roles on the cupcake prices to show how ridiculous that is. If they made them the same price, it wouldn't be much of a protest... A 25c difference is clearly symbolic.
