Like... how do you even get to engineering? Rely on the transporter? That seems like a very bad plan.
Maybe they're just very careful never to promote anyone from engineering to the bridge crew...
Judging by the windows, you should be able to fit a turbolift in the pylons. As for whether that's a good idea...
