A fairly new site I use is Myrient: https://myrient.erista.me/
I really like using CDRomance for my roms. Almost never fails me, but is limited to the PS2 generation. It definitely has an impressive library of ROMs of all consoles before that.
For arcade ROMs, I just go to MAME romset listings on the Internet Archive.
