Ever asked for a receipt? I never take them and so do many people I know. Might be they just don't bother with them.
Not taking electronic payments is somewhat common for smaller places, especially if not part of a franchise, it's often not worth the cost for them.
That is to say, none of this would lead me to suspect tax evasion, unless they actively refuse to give a receipt.
Would be better you think how YOU can work more in order to earn more and pay more taxes.

About the earnings... They have tables and seats outside where people order more elaborate foods and I counted at least 5 different employees.
And they are located next to a high traffic road.
I suspect that they make more than 15000 euros per year.
