WYR: Be able to teleport anywhere in a 50 feet (15.24 meters) radius or be able to read minds in a 50 feet (15.24 meters) radius?

How controlled is the telepathy? Do I choose when to turn it on and off? Can I choose which people's thoughts I do and don't read?
Never telepathy. But what's the cooldown on the teleporting?
- The cooldown effect is explosive diarrhea for 30 seconds.
  
  I can deal with that. Just like when I have too much dairy.
- And is it a controlled or reflexive ability? Avoiding danger without thinking about it (like Endermen in Minecraft avoiding arrows) might be neat, but I don't want to teleport into a wall because my cat startled me.
