Lol no, it's a mean spirited kids game. You ask the new kid if he wants to play "kick the kid with one shoe" and when they ask "what's that" you steal their shoe and beat the hell out of them. It's a bit like smear the queer but with a friendlier name.
That makes a lot more sense.
