If by "having issues" you mean "got banned for spamming", then I agree with you.
I read somewhere (but have no verification of this fact to offer) that the person in the picture isn't even the one doing this and it's a weird stalker / revenge situation going on here.
I guess that's possible, but it seems like a very strange way to do it.
I think more likely it's a test of the resilience of the fediverse in preparation for a more valuable scam later, using whatever footage the person could get (not necessarily themselves, but not stalker or revenge, either).
According to a thread I read the other day, the Peertube stream the message links to is just a video of her on a loop. I don't think the person in the photo is the one doing this, it's either revenge porn or a scammer who just happened to use this pic and video.
I got her thrice, with two different pictures. Don't know how rare is the second picture.

I have a double eyebrow for trade.
The one I have duplicated is the common first edition one that everyone received first (I think), it's with the head kinda turned down. The new one is a better picture, more frontal. Both have double eyebrow.
Edit: the second one is the same, not, shown by OP, with the blue thing on the lower part if the Pic.
