I'm confused as to why this is confusing? Not all trains (such as limited express, express, etc.) stop at all stations.

Maybe it just bounces against the stops and goes in the other direction.
But the fundamental theorem of calculus says that there must be at least one point in time where the train stops.

looks more like the warning is for the track to our left which is not visible.
